Minutes of the Community Council meeting held in the Millennium Hall, Llanfallteg on Wednesday 08 August 07 commencing at 7.30 pm

Present at the meeting:
Mr G Carpenter, Chairman
Councillors: Mr J Spencer, Mr C Mortlock, Mr D King, County Councillor Mr J Morgan

1. Apologies for absence – Received from Mrs M Scholfield, Mrs J Thomas, Mrs E Allum

2. Declarations of interest - None

3. Presentation on local speed awareness initiative by guest police speaker (subject to confirmation) – GC to telephone PC Bryony Phillips to arrange a talk in the near future. This item was discussed in greater detail at item 6.

4. Correspondence received -
a. Invitation - Royal Air Force civic reception in Llandovery - Noted

5. Planning Appeal - response
a. CCC - W/13736 land part of Swn yr Afon, Llanfallteg, construction of bungalow and garage – Clerk to email the Planning Inspectorate stating that notification of the appeal had been received and that the Community Council had no further comments to add to those made initially to Planning at CCC.

6. Highways – A feedback from the highways site meeting with John McEvoy on 30 July 07,
was given by GC. The mains points were:
a. The Police were presenting a local speed awareness initiative in the county and the CC were keen to learn more about this, GC to contact the Police inviting them to a future meeting or site visit to outline their initiative to the CC.
b. The Community Council proposes extending the 30 mph limit from the present boundary outside ‘Penrhos’, Llanfallteg West to a new location along Tegfynydd road to include all the new developments and ‘Noddfa’. If approved by the CCC this would not be part of the signage package and the CCC would bear this cost. Clerk to write to J. McEvoy, Traffic Management requesting this.
c. It was requested that the CCC submit a further costing for a wider package of signage measures to those proposals previously submitted by Andrew Morgan of CCC. J McAvoy, CCC to action .
d. Funding options were discussed and Mr McEvoy confirmed that CCC held a budget of £10K available to 5 communities under the match-funding scheme and that Llanfallteg could be considered under this scheme.
e. Surface water drainage – Clerk to contact Phil Williams CCC to arrange a site meeting to discuss this problem. JM to also contact Phil Williams in support of a site meeting.

7. Consultation response to the Carmarthenshire Local Development Plan – draft delivery agreement – DK to action and it as agreed that in future a nominee would respond to a document which had a deadline. DK to provide a draft standing order to address this.

8. Mid & West Wales Fire & Rescue Service Authority Risk Reduction Plan 2007/2010 Draft Action Plan 2008/2009 – deadline 14 Aug 07 - finalising C Mortlock’s draft response. Clerk to action final response and filling out of response form

9. Any other business –
a. CCC Public ROW Improvement Plan for Carmarthenshire – draft report for public consultation (response date by Fri 12 Oct 07) – Passed to DK to commence circulation. DK to action response
b. Planning Consent granted for:
W/16651 – Spring Gardens, Llanfallteg
W/16653 – Dolycoed, Llanfallteg
W/16728 – Latchygors – Agricultural – planning permission NOT required
c. W/13835 – new dwelling to be known as ‘Pen y Llain’
d. W/14277 – new dwelling to be known as ‘Ty’r Bont’
e. W/12926, 12927 & 12924 – Penderi – Non compliance with Planning permission (for highways visibility splay) – this matter was being investigated by Planning, CCC
