5. Review of Welsh Language Policy – Councillors were made aware of this policy – Clerk to circulate document on the Welsh Language Scheme
6. Taf Myrddin forum – Gideon Carpenter spoke on speeding issues in the village and a member of the public (Peter Icke) raised the issue of Rights of Way. It was agreed to follow these up at the next Taf Myrddin forum. Gideon Carpenter said he had been contacted by John McEvoy from CCC Traffic Management regarding traffic issues and an on site meeting is to be set up. Clerk to find out date of next forum and to put forward our items for its Agenda.
7 Highways –
a. Mrs Colledge’s complaints were addressed by the Chairman and it was
agreed to put her complaints to John McEvoy at the site meeting – Clerk to write to
Mrs Colledge. Dave King to draft a strategy for John McEvoy
b. Traffic calming measures – Mr Morgan’s suggestions were discussed. To be
brought up at the site meeting. County Councillor Jimmy Morgan to be invited to the site meeting. Clive Mortlock to arrange a separate meeting regarding horse and rider signs.
c. Surface Water Flooding – latest system put in by CCC still not adequate, questions
to be asked at site meeting with Mr McEvoy
8. Rights of way – DK to write to Carmarthenshire County Council ROW officers to request lead on site support/supervision and propose programme of works
9. Sewerage scheme – The incident at ‘Rhosddollesgob’ was discussed where raw sewerage from ‘White Gables’ had run into Mr Tweedale’s ditches. GC had contacted DCWW’s consulting engineers but no further progress reported on village application. Faber Mansell consultants to provide update in two weeks. GC to circulate file on First Time Sewerage Scheme application. Clerk to bring this item forward on 12 Sep 07.
10. Fly tipping – No update - apologies from Gideon Carpenter. To be brought forward at meeting 12 Sep 07
11. Community Parking – Mr Colledge’s letter of response to Community council’s questions regarding W/16220 – proposed new access position, garages and parking at disused Railway land, adjacent to Cartref, Llanfallteg was accepted and noted. It was agreed that items listed in the response could be included as conditions in the planning permission. Clerk to propose this to Planning Officer in CCC
12. Planning applications – for action
a. W/16651 – Spring Gardens, Llanfallteg – proposed extension – no objections – solar panels noted and approved
b. W/16653 – Dol y Coed, Llanfallteg – proposed extension – no objections
c. W/16728 – Latchygors, Llanfallteg – Agricultural extension – Mrs M Scholfield having declared an interest left the room – No objections
d. W/16783 – Penback Farm, Henllan Amgoed – Agricultural Vehicles/storage – no objections
e. W/14277 – Plot adjacent to the Old School, Llanfallteg – G Carpenter commented that no full planning permission documentation had been viewed – Clerk to investigate
f. W/12924/26/27 – Penderi, Llanfallteg – Dave King said that the splay does not seem to met Highways requirements – Clerk to investigate and write to Planning
13. Finance
a. Balance of current a/c = £726.45. Balance of reserve a/c = £669.37
b. Clerk’s salary and expenses from 23 Nov 06 – 23 May 07 – request for payment – approved – cheque issued and signed
14. Matters for discussion
a. Community Council correspondence – it was agreed to recognise the role of the Clerk and that official correspondence would be written only by her.
b. Noticeboard outside Millennium Hall – Dave King confirmed that refurbishment of the Noticeboard was on a list of ‘jobs to do’ by the Community Association
