Minutes of the Community Council meeting held in the Millennium Hall, Llanfallteg on 12 Sep 07 at 6.45 pm
Present at the meeting:

1. Apologies for absence – Apologies were received from Gideon Carpenter and David King
2. Declarations of Interest – None
3. Statement by Chairman on ROW issues – Copy of which has been attached to minutes for our records
4. Suspension of meeting to allow open discussion
5. Rights of Way – The guest speaker, Eirian James, Countryside Recreation & Access Manager, accompanied by Alan Warner, Countryside Projects Officer, gave an interesting and informative update on Right of Way issues and an Open discussion followed
6. Meeting was reconvened and the Chairman summarised the main points from the ROW discussion which were –
i. Copies of the CCC Maintenance programme would be forwarded to
the Clerk asap
ii. A budget of £10,000 to £15,000 is available to Henllanfallteg in this current financial year and no contribution is required from the Community Council. This amount or any part of it could not be carried forward to the next financial year
iii. Eirian James confirmed he would underwrite the Community Council’s volunteer insurance costs from this budget, this financial year 07/08
iv. Convergence funding thereafter
v. Set up a leadership scheme with Alan Warner
vi. Meeting arranged for Alan Warner and ROW Volunteers on 2 Oct 07 at 3pm at the Millennium Hall, Llanfallteg to prioritise work
vii. Volunteers thereafter to maintain paths
7. Confirmation of minutes of past meetings held on: 11 July 07 & 08 August 07
The above minutes were confirmed and signed by the Chairman

f. Welsh Assembly Government – A shared community – consultation on relationship building measures and charters for unitary authority and community and town councils for circulation (comments by MON 30 DEC 07) – Circulated – John Spencer to draft response
g. Carmarthenshire Federation of Young Farmers’ Clubs – Request for financial
assistance – Noted
h. Welsh Conservatives – Campaign literature – Agreed by all that future campaign literature would be directly posted on Noticeboard
i. Mid & West Wales Fire & Rescue Service Draft Risk Reduction - Plan 08/09 – response – c/f to 14 Nov 07
j. CCC – Review of Polling Districts, Polling Places & Polling Stations – consultation

9. Finance –
a. CCC – Precept Advice – An amount of £700 had been credited to the council on 29 Aug 07
b. Balance of current a/c – as at 31 Aug 07 was £950.31
c. BDO Stoy Hayward Accountants – Annual Return for approval and acceptance by Community Council & Invoice £58.75 – request for payment – This was approved and accepted and a cheque issued and signed – Clerk to action
10. Deferments
a. Fly tipping – Still ongoing – GC to investigate and report back
b. Construction of a complaints procedure – Emma Allum was nominated to work on a procedure by researching on the Internet – this item to be carried forward to the next meeting, 14 Nov 07, for discussion and acceptance
c. First Time Sewerage Scheme application – Awaiting GC to circulate file – to be carried forward to next meeting on 14 Nov 07
11. Planning applications – to note:
a. W/16483 - 3 Dwellings – part of Rhosddollesgob, Llanfallteg – WITHDRAWN - Noted
b. W/16417 - 2 Storey lounge, bedroom & bathroom extension – Noddfa, Llanfallteg
PERMISSION GRANTED - Noted
c. W/14802 – Detached dormer bungalow with integral garage – Behind the Plash Inn,
Llanfallteg – PERMISSION GRANTED - Noted
12. Highways – Update
a. Mobile Speed Indicator – awaiting CCC to confirm that repair on this has been
completed and that staff training has taken place.
b. Traffic Calming Measures – CM to draft response to CCC Andrew Morgan
c. Highway Flooding – An analysis and plan was presented to CCC Tony Thomas at the onsite meeting and he agreed install a new drainage pipe of adequate capacity in front of the bungalows in the village, in the next financial year 08/09. To replace a discharge pipe, subject to access permission from the landowner and also replace an existing undersized pipe that runs under the road at Adams Row Cottages this financial year 07/08
13. Matters for discussion
a. Taf Myddrin – Points to include on Agenda for meeting on TUE 23 Oct 07 –
Response required. Clerk to ask DK if he can attend
14. Any other business
a. ROW Insurance – An Invoice for £190.63 was approved and a cheque issued to Henllanfallteg Community Association and signed. Clerk to forward invoice to Eirian James, CCC for reimbursement of ROW volunteer insurance expenses
b. Local Health Board Meeting at St Peter’s Civic Hall, Carmarthen on Fri 21 Sep 07 CM would endeavour to attend
c. An amount of money for community use from a confidential source was discussed. The means of distribution were discussed and it was agreed that the funds would be received into the Community Council accounts and community groups would be invited to bid for portions of the fund to finance or part finance worthy projects.
