Minutes of the Community Council meeting held in the Millennium Hall on 17 October 2007 at 1835 – Minutes taken by CRM in absence of Clerk

Present at the meeting: Cllr. Gideon Carpenter, Chairman
Cllrs. Mrs J Thomas, Mrs M Scolfield, Mr J Spencer, Mr D M King, Mr C Mortlock
One member of the public was in attendance throughout the meeting.

  1. Apologies for absence: Cllr. Mrs E Allum and Mrs E Beattie (Clerk)
  1. Declarations of interest: none.
  1. Correspondence
    1. CCC – Planning Guidance for Householders. This has been received in response to a HCC enquiry about the requirement for planning permission necessary for the construction of larger wooden buildings. The need for clarification was prompted when HCC Councillors were advised about the construction of such a property at Llwyn-du, Henllan Amgoed. The guidance seemed to state that such a building would require Planning Permission. It was decided that the Clerk would send a letter advising CCC Planners about this construction seeking specific advice. CRM to draft letter in Clerks’ absence.
    1. CCC – Highways, Technical Services. A letter from John McEvoy had been received stating that our application for matched funding for highways works would be considered in due course and we would be advised of the outcome: without saying when the decision process would be completed. It was decided by Council that a letter requiring clarity and the timing of this decision should be sent to keep the momentum going. CRM to draft letter for Clerk.

 

  1. Planning Application W/13314, land at Cwmfelin Boeth – Granted – noted
  1. Clean Neighbourhoods and Environment Act. The Chairman outlined the powers that could be devolved to Community Councils in relation to the environment and he referred to his previously circulated recommendation that HCC would derive no benefit (but potentially considerable disproportionate expense) in taking these responsibilities on. After discussion it was unanimously agreed that this would not be appropriate for Henllanfallteg and a letter stating this should be sent to CCC – GC to construct letter.  CRM pointed out that Community Councils could (and should) not take on functions currently the responsibility of County Councils unless there was clear social and economic advantage in doing so. It was the view of the meeting that, in general terms, responsibility could not be devolved without the financial ability to meet any particular function, without additional cost to precep payers. It was decided to make this general point both to CCC and also to our AM Angela Burns. GC to construct letter.
  1. Items for discussion - Taf Myrddin Community Network meeting – HCC issues to be raised. Chairman and Cllr. King confirmed their intention to attend the next meeting. Cllr King is keen to raise the issue of CCC’s failure to maintain public spaces in an adequate fashion. Chairman intends to raise the issue of community renewable energy schemes (solar panels etc.) and the potential role of the Local Authority in assisting their promotion through grant funding or procurement. It was agreed by Council that the CCC should be praised for areas where we have seen recent progress and cooperation, such as ROW and drainage schemes

7. AOB - Council noted with enthusiasm that drainage work in Llanfallteg village is proceeding, with works in the upper parts of the village now completed, apart from cosmetic tidying.
